Uniforms - Basketball

A. Uniforms for basketball may consist of numbers from 1 to 99 and must be clearly seen on the front and the back for referees.

B. F.I.B.A. regulations for numbers and uniforms should be followed as closely as possible.

C. It is recommended that under garments be the same color as the playing uniform or black with dark uniform/white with light uniform.

D. Teams should possess both a light and dark uniform to ensure opposing teams in a particular game are wearing contrasting colors.

E. The first team listed on the schedule shall be designated as the “Home Team” and shall wear their light uniform.

F. If a team does not have both light and dark the tournament director will provide appropriate “bibs” for them to wear when there is a conflict.

Uniforms - Football

B. F.I.F.A. regulations for numbers and uniforms should be followed as closely as possible.

C. It is recommended that under garments should be the same color as the playing uniform or black with dark uniform / white with light uniform.

D. Teams should possess both a light and dark uniform to ensure opposing teams in a particular game are wearing contrasting colors.

E. The first team listed on the schedule shall be designated as the “Home Team” and shall wear their light uniform.

F. If a team does not have both light and dark the tournament director will provide appropriate “bibs” for them to wear when there is a conflict.

G. Goal keepers are required to wear bright and contrasting colors that are not similar to either team.

ISAC Basketball Tournament Format

A. A full round robin will be played to establish a seeding for the final play-off round of the tournament.

B. Games should begin no earlier than 8am on any day, and should be completed by 8pm when at all possible.

C. 8 minute running clock quarters will be used.

D. At the end of each quarter there will be a 2 minute break. At half time there will be a 5 minute break.

E. The last 1 minute of each quarter will be run using “stop – time”.

F. The clock will also be stopped when:

1. Free Throws are administered

2. Timeouts are granted

3. There is any unusual delay, and the referee signals to stop the clock

G. One 30 second time out shall be allowed per team per quarter.

H. 10 minutes of on court warm-up will be given to the competing teams when the schedule allows for it.

I. A 24 second shot-clock will be used for all games following FIBA timing rules.

J. Should teams be tied at the end of regulation play, the teams will immediately begin play in a 4 minute overtime period

Overtime guidelines:

a. The overtime period will begin with a jump ball.

b. 1 time out is allowed per overtime period.

c. The 24 second shot clock will still be used.

d. Personal & team fouls from the 4th quarter will carry over.

e. The last 1 minute of each overtime period will be run using “stop-time”.

f. In the case of a tie at the end of an overtime period, another four min overtime period will be played. Overtime periods will continue until there is a winner.

K. Semi-final round matches will be played for basketball: 1st vs 4th, 2nd vs 3rd.

L. Round robin standings will be based on the 3-win, 1-loss, 0-forfeit scoring system.

M. The ISAC tiebreak procedures will be used when necessary.

N. All round robin games should take place on Thursday, Friday and Saturday morning with the finals on Saturday afternoon of the tournament.

O. 2 officials must be used for all round robin games, and 3 must be used for semi-final and final rounds.

P. Teams may have only 5 players and 2 non-players on the bench. Only the coach may stand, all others on the bench must remain seated on the bench at all times. The AD may sit on the bench at anytime and will not be included in the non-player count.

ISAC Football Tournament Format

A. A full round robin will be played to establish a seeding for the final round of the tournament.

B. A game for 5th vs 6th will take place before the semi-final games. At the discretion of the TD (due to time constraints), this may become a penalty shoot out. Coaches from both teams may also agree to go straight to penalty shoot out.

C. Semi-final round matches will be played:1 vs 4, 2 vs 3.

D. If the games 3rd vs 4th and 5th vs 6th end in a tie, a penalty shoot out will be used

E. Games should begin no earlier than 8am on any day, and should be completed by dusk.

F. Each half should be 20 minutes long for a tournament with 7 teams, with the tournament director having the option to extend the halves if less teams participate.

G. At the end of the first half there will be a five minute break.

H. STOPPAGE TIME – in cases where play is delayed by more than one minute for injury or other unforeseen event, stoppage time will be used. One minute of stoppage time will be added to the end of the half for each minute that play is stopped. For example; 3 minutes of stopped play = 3 minutes of added time at the end of the half. Before play resumes, the referee should inform both coaches how much stoppage time will be added to the end of the half.

I. All round robin games will take place on Thursday, Friday and Saturday morning of the tournament, with the finals on Saturday afternoon.

J. There shall be unlimited substitution through the 4th Official on a dead ball when the subbing team has possession or when there is no advantage to the opponent for a quick re-start. eg. After a goal or during an injury.

K. A Red Card issued during any game will also make the player ineligible for the following game.

L. Two yellow cards received in two different matches shall carry over and incur automatic suspension from the subsequent match.

M. All cards will be reset at the beginning of the semi-final round.

N. If the final game ends in a tie two full five minute overtime periods will be added (time permitting) and a penalty shoot-out will take place if the tie has not been broken.

O. Round robin standings will be based on the 3 - win; 1- draw; 0 - loss;-1 forfeit scoring system,

P. The ISAC tiebreak procedure shall be used when necessary.

ISAC Tiebreak Procedure

NOTE: The host AD or tournament director should request a representative from each school when tallying over all points or tiebreak procedures.

Basketball

Note for all sports:

In a tie between three teams, use tiebreak procedure until the tie is broken. Top team in the group of 3 has priority for promotion over a demotion. Once a team is promoted or demoted, the tiebreak procedure goes back to step 1 (head-to-head).

ISAC CODE OF CONDUCT

The ISAC program has established a code of conduct for students participating in ISAC activities. The purpose of this code of conduct is to encourage students to engage in healthy and responsible behaviours that enhance performance. Activities which are hazardous to the health and safety of a student and those around him or her cannot be condoned. Policies have been developed to help students make responsible and appropriate choices. The following are some of the general policies.

I. RULES INFRACTION:

When a student commits an infraction while at an ISAC activity relating to alcohol, tobacco (including vaping and Juuling), drug abuse, cheating, deceit, flagrant curfew violations, violent behavior, foul and abusive language, and violations of the “off limits” areas, as well as aiding and abetting any of the above, the following shall apply:

A. If a student is found to violate ISAC Rules, the students own school should evaluate the incident and determine the appropriate sanctions necessary which will then be reported to the ISAC board. The following terms should be consider when investigating the rule infraction:

I. The student may be immediately suspended from further participation in the event.

II. The student may be sent home if feasible, at parents’ expense.

III. The student may be excluded from all ISAC events or exchanges at the host school or at other ISAC schools for one full year from the date or infraction, including the same tournament the following year.

IV. The student will not be eligible to receive letters or awards for that activity. A violation will also preclude a student from receiving any other activity or athletic awards.

V. The Host School reserves the right to apply additional disciplinary action.

VI. The student’s own school may apply further disciplinary consequences when the student returns home.

VII. If at any time a student is suspended from further competition or involvement in an event, then the only results affected will be those happening after a decision is made on the infraction. Results prior to that decision will stand.

VIII. Rules infractions will be discussed and voted by the ISAC Board.

Notes:

i. ISAC rules take effect as soon as athletes leave their own school on their way to the ISAC tournament.

ii. With reference to alcohol, tobacco (including vaping and Juuling), and drugs, this section includes use or possession or supplying or selling.

iii. Should several players from a team be affected then all games must be continued with as per the schedule provided there are sufficient players to legally continue play.

iv. Should a home stay family not wish to continue providing housing then the host school tournament director together with the visiting AD of the student concerned should help facilitate a housing alternative. 

STUDENT BEHAVIOR

A. Curfew Times:

10:00pm: Wednesday, Thursday, Friday and Saturday night. This applies to all and not just out of town teams.

B. Enforcement:

All ISAC coaches/sponsors, including the host schools are expected to enforce the rules and regulations. If there is a suspected rules infraction, it should be reported immediately to the host tournament director who will in turn notify the administrator of the school concerned as soon as is practically possible. The administrator-in-charge, along with the host tournament director, will confer, investigate, and make a decision on whether the infraction actually occurred. The decision will go directly to the Activities/Athletic Director and School Head of the school involved who in turn will impose the specific penalties as listed in the School’s Handbook. If the administrator-in-charge is not involved or is unaware of the situation, then the A.D. and School Head of the school involved will confer with the host school A.D. and School Head, and impose the penalties.

Note: If the coaches are found condoning the violation of the rules by team members or behaving improperly, they are to be reported to their respective AD or School Head.

C. Final Activities:

All participating students, coaches and sponsors are required to attend all opening, closing and Championship matches and to attend and remain until the end of the final activity on Saturday night.

D. Agreement

These rules must be presented to all teams before traveling. Each student plus at least one parent (or guardian) must sign a copy of these rules to signify that they have been read, understood and agreed to.


COACHES’ DECORUM – includes assistant coaches

A. Must wear collared shirts

B. Coaches may wear professional looking shorts.

C. Closed rubber or leather shoes are required. Open toed shoes (slippers, sandals) are not acceptable.

D. Coaches need to be aware they are role models to players and other coaches and need to act responsibly and follow the ISAC Code of Conduct at all times. 

E. Any disciplinary issue resulting from a coaches negative behavior during a tournament will be referred to the ISAC board for possible sanctions.


ACTIVITY / ATHLETIC DIRECTORS

1. AD’s are expected to attend all ISAC games and supervise their players, coaches and spectators at all times.

2. AD’s should be accountable for the behavior of their coaches and be ready to step in if a coach is having difficulty with officials or other coaches.

3. AD’s are expected to attend all ISAC tournaments. In case a scheduling conflict arises, the AD should send a representative in their place. This should be communicated to the ISAC board before the tournament begins.
